This thesis takes the Xuanzheng Yuan(the Advisory Council in charge of Tibetan affairs and religion) as the starting point,comprehensively sorting out the materials about the establishment and configuration of the Xuanzheng Yuan, and mainly discuss the organizational structure and functions of the Xuanzheng Yuan,the relationships between some important figures and Yuanshi(the chief minister),and the relationship between the Royal Preceptor and the Xuanzheng Yuan.This thesis is divided into four chapters as follows:ChapterⅠ,the historical background and the origin of the Xuanzheng Yuan, consists of two parts:the historical background of establishing the Xuanzheng Yuan;and the origin of the Xuanzheng Yuan.ChapterⅡ,the organizational structure and functions of the Xuanzheng Yuan,consists of four parts:first,the official system and the executive organizations;second,the subordinate agencies including Xingyuanzheng Yuan (the Sub—Advisory Branch Council in charge of Tibetan affairs and religion) and Jiangnan Zongtong Suo(Jiangnan Presidential Agency in charge of religion);third,the three Xuanwei Si's(Pacification Department) inTibet administrated by the Xuanzheng Yuan;fourth,the functions of the Xuanzheng Yuan.ChapterⅢ,the important figures related to the Xuanzheng Yuan,consists of three parts:first,relationship between the Royal Preceptor and the Xuanzheng Yuan;second,Phags-pa;third,some important Yuanshi such as Sengge.ChapterⅣ,conclusion:the historical significance of the Xuanzheng Yuan.
