In the first decade of the founding of PRC,because of the climatic conditions of Qufu county(lower overall rainfall in one year and uneven rainfall),Qufu had suffered a series of natural disasters such as floods,drought,hail,locusts,wind,frosts,and so on.These natural disasters had resulted in enormous loss,seriously affected the stability of Qufu and the development of local community.After the occurrence natural disasters,the people of Qufu were not so depressed like those in old China.but set up a series of plans and strategies of disaster relief,under the guidance of policy by central government and Qufu government,and established the strategies of handling the problem and combining the development and production.In order to implement these principles and policies,Qufu people's government,at the request of the central government,set up a disaster relief agency-Home Section,and set up a Relief Committee at all levels to help the Department of the government engaged in disaster relief activity and the direct leadership when serious damage emerged.In the formulation of specific relief measures,the Government achieved a situation of "no disaster,there is prevention,disaster,relief there is."first of all,the Government had taken the measures of constructing basic farmland water conservancy facilities, dredging the river,supporting the development of agricultural production,afforestation and reforestation and others.Secondly,the Government established emergency relief aid,and the development of sideline,to carry out the strategies of mutual aid and slef-reliance.There was one fact needs to be pointed out that during the process of disaster relief,for the first time,the government applied the spirit to the measures of disaster relief,which was a great encouragement to the victims in the fight against the famine,and the loss brought about by the disaster,and it played a very important role to minimize the loss to the least extent.Despite some inadequacies during the process of relief,generally speaking,disaster relief activities did by Qufu County were fruitful.In the course of fighting against famine,Qufu local governments not only stabilized the social order and maintained the stability and unity of the political situation,but also,to some extent,improved the standard of living of the people.we have to say that it was a very remarkable achievement.The success of fighting against the famine and the natural disasters in Qufu set an example in today's policies and principles of disaster prevention.
