Guizhou is a province with frequent natural disasters .The natural disasters characterized by concurrency and secondary occurrence in this area are frequent during the period of Anti-Japanese War except for 1938 and 1939 and they have adversely affected people's lives and social stability. As the home front, many refugees came from the occupied areas to Guizhou province the humble economy of which can not support the whole number.Because of the national crisis and the limitations of KMT's regime , Guizhou still follow traditional measures. In this paper making grain-store as the main idea of the passage, we present a systematic research on the problems of the measures of grain-store; since the traditional system is gradually moving to the modern and becoming more institutionalized and standardized.The grain-store in many enemy-occupied areas in fact exists only in name during the War. Guizhou Province's grain reserve is at a low level in the KMT government's statistics. We can blame this on backward level of agriculture in Guizhou and the frequent natural disasters. At the same time, the special status during the war made the people in Guizhou bear heavy rations of the Land Tax and labor force.As an important material for the natural disaster victims the grain-store also has the task of food relief to the army in times of war in addition to issuing and lending such as the role of the law. Grain management which carried out by government officials and assisted by the local squire of the custody of the Commission has not been able to avoid the operation of the process of the chaos and the spread of corruption. The diversion of grain is a very common phenomenon, which caused grain store failed to play its role. After the liberation of guizhou,the stored gain was received by the People's Government and replaced by a new provision system.The disaster relief measures during this period also have implications on our country' provision systems.
