Security Treaty between Japan and the U.S.signed on the San Francisco Conference determined the basic system of post-war Japan-American relationship. In this relationship,U.S.obtained the legal right to station U.S. forces in Japan;meanwhile the moral and material debts owed by Japan for having invaded to the other nations were glossed over,Japan obtained strategic protection offered by the U.S.at the cost of providing strategic base for American forces. In the late 1950's,with the Japanese economy take-off and the rise of Neo-nationalism,Japan strived for changing the state of semi-sovereignty and obtaining the genuine and complete independence.Under the circumstances, the Prime Minister Kishi claimed to amend the text of the Security Treaty. This thesis with focus on the foreign and domestic policies of Kishi specifies the resistance from factions of the ruling Liberal Democratic Party(LDP), out-party and public for the new Japan-U.S.Security Treaty, the efforts of Kishi to coordinate contradiction,to reflect the faction dissension, various kinds of thoughts, transition on value, and reveal that amendment of the Security Treaty had the nature of rationality, inevitability and chanciness under that social, political and economic background.Treaty of Mutual Cooperation and Security between Japan and the United States of American sign in 1960 generally known as new Japan-U.S.Security Treaty, marked a new developmental stage in the US-Japan relations, has brought a far-reaching impact on Japan.
