In the pre-Qin period when the position of the Zhou emperor decline tiny, economical basis had changed, and social politics experienced unprecedented turbulence, the various schools of philosophers and scholars in the pre-Qin period contended.Han Fei was a master on the theories of the Legalist school in the pre-Qin period. Influence by the thoughts of other schools such as Confucian school, Taoist school and Mohist school, he summarized the earlier doctrine and theories of the Legalist school, inherited the Evil-Nature theory of Xun Zi, and put forward the Nomocracy ideology which served the centralization of feudal monarch, thus forming a complete theoretical system, to help autocratic sovereign system to reach a unprecedented height and to exert a great influence on the afterworld.This dissertation clarifies the views of Han Fei's the Evil-Nature theory by an analysis and comparison of the human nature theory of Confucianism and Legalism and discussed Han Fei's thoughts of governing the country by law based on the idea of Evil-Nature theory from the point of the relationship between Evil-Nature and nomocracy. Finally, this article has a reflection on Evil-Nature and nomocracy and provide reference for the development of contemporary China in various aspects such as politics and economic.
