On the basis of reviewing and analyzing the concept of"Soft Power", the paper discusses how the soft power is produced, and the essence of its producing process. The paper states that State's soft power is produced by some necessary and intentional means of the State. As a result of ideological contest between nations, it is an emblem of a state's capability to transfer potential soft power to effective soft power which can influence other countries. The paper also rethinks over the essence of the Cold War from the perspective of the U.S.'s contest for soft power with Soviet Union. On the basis of analyzing the"Peaceful Evolution Strategy", the paper summarizes a set of policies and measures as"Soft Power Strategy", which was implemented by the U.S. during Soviet's Gorbachev government. The paper primarily analyses three elements, including resources, environment and instruments, on which the implementation of the Soft Power Strategy relied. With the examination of America's Soft Power Strategy on Soviet Union, the paper summarizes some characteristics of the America's model when handling foreign relations. The purpose and meaning of the paper is trying to prove the significance of Soft power Strategy to gaining the Soft Power.
