Tibet Autonomous Region is of great strategic importance as the southwest barrier for The People's Republic of China.Since the development and stability of the country are closely bound up to those of Tibet,Tibet Autonomous Region government, based on local reality,has formulated new strategy for development,in which,the 3rd industry is given strategic priority.To develop the 3rd industry rapidly is an important movement for Tibet to build a moderately prosperous society in all respects.Tibet's rich culture resources mean that to develop culture industry should be the key project of the development of the 3rd industry.Thus,research on strategy for the development of Tibet culture industry is of great theoretical meanings as well as practical ones.This article is divided into eight parts.The part of introduction expressed the choice of this topic and stipulated the logic framework and method.The 2nd part explained these basic concepts such as culture resources,culture industry and its development strategy,and summarized theories about development strategy of culture industry at home and abroad.The 3rd part systematically categorized main modes of development of culture industry in china and other countries and pay emphasis to introduce classical case of the mode of exogenous demand.The 4th part analyzed environment of Tibet's culture industry by PEST model.The 5th part used SCP model and Life Cycle of Industry model to analyze Tibet's culture resources and the present statement of culture industry.The 6th part summarized the advantages and disadvantages of the development of Tibet's culture industry by SWOT model and then raised the strategic choices of the development of Tibet's culture industry and put forward detail suggestions for its implement in the 7th part.Finally the article submitted practical suggestions for the development of culture industry and pointed out the direction for further research.There might be innovation in two ways.The 1st one is the summary of the modes of the development of regional culture industry at home and abroad in terms of industry growth,exogenous demand and endogenous growth.The 2nd one is analyzing culture industry from the aspect of culture resources and bringing forward the four factors of culture resources based on the development of culture industry.The shortage of this article is the inadequate of quantitative analysis.Since culture industry covered a wide rang of subjects and did not have a long history,the application of quantitative analysis is insufficiency,great efforts have been spent to have some breakthrough,but still not plenty enough to fill the requirements to carry out models.
