In the history of the Ottoman Empire, the Armenian question has been quite difficult national problem for successive Sultan government. Especially in modern times, the Western powers involving making this problem even more complicated. Former Ottoman government also tried to resolve this problem, due to the wrong "prescription" often have little effect, even to some extent sharpened the contradiction between Turks and Armenians. When the history of the mankind step into the 20th century, the Young Turks Party Government came to power, this issue has been changing gradually. At first they and Armenians groups maintained the previous surface harmony, but they have long been secretly preparing to kill and, in extreme nationalism, under the "Pan-Turkish" influence, and gradually they began to show their true faces to Armenian groups. Meanwhile, Talat, Envy and Djmal, the core members of the Party Central committee, had been secretly planning to exterminate the Armenians, plagued previous attempts to resolve once for all the Armenian issue which had troubled the Turkish government for long. But in the fear of interference of Western powers, they have been waiting for an opportunity. When World War I broke out, the young Turkish party argued that it was "blessing", they take it as the right time to solve the Armenian problem. Under the cover of the First World War, and the acquiescence and connivance of German government, the Young Turks did not hesitate on a cold-blooded extermination program, resulting in the first 20th century genocide, and the first in human history. This paper attempts to use domestic and foreign materials on the harms the Young Turks party government has done to the Armenians during the First World War to study and reveal the real history during this period.This paper is divided into six chapters, including introduction and conclusion. Introduction introduces the topic of this article, the significance of the situation at home and abroad, research methods and the main problems to be solved.The first chapter traces the historical roots of Armenian issues and ideas generated sources. This part argues the reason why the Armenian issue would become an unprecedented tragedy in the First World War. Although it looks like a coincidence, examining from a historical perspective, this tragedy was inevitable, since the grievances between Turkish government and Armenians would escalate sooner or late, it's only a matter of time. The conflict between Turkish government and the Armenians has been incompatible at that time, therefore it can only be resolved through extreme way, at the same time the young Turkish party can only use the War to get rid of the Armenians without much effort, and otherwise it would be difficult to achieve their desired results. At the same time, I still think that the young Turkish party government just took over the "historic mission" and complete the plan that the previous Turkey Government had harbored for long.The second chapter discusses how the young Turkish party government implements their conspiracy against the Armenians. The first two sections in this part start by discussing the rise of the young Turkish party and the change of its attitude towards the Armenians, trying to explain the complex historical situation at that time. In order to seize power the young Turkish party, they have to harbor the resentment and to win the Armenian community over at least temporarily, once they become the dominating party, they will likely to do what the previous Turkish governments has done, that is to take the Armenian issue into consideration and deal with it. Section three is detailed analysis on the methods the young Turkish government took in solving the Armenian issue, revealed the crime the Young Turks have done during the First World War, and disclosed the real role that the Young Turks party government had played in the cause of the Armenian tragedy.The third chapter is to observe the role German Government played in the Young Turks Party government created tragedy. This part shows that the course of this tragedy should be blamed great part on the enthusiastic support of the German government, without its strong support, even the young Turkish intended to do it, they may not be able to give Armenian such a heavy blow, thus we believe the German government must take on some responsibility for this disaster. In this part by analyzing the German government in the role of tragedy the author revealed the function of the German government's role in this tragedy.Chapter four discusses the impact this tragedy had on Armenia and Turkey. This chapter shows that during the First World War although the Armenian issue has far over, its historical impact on Armenia and Turkey is far-reaching and resulting in many the realistic issues. This question is still plagued Armenia and Turkey, and even infected the making of their foreign policies. For the Turkey government this historical problem really became a headache, for this issue put it into a real history dilemma.Conclusion part discusses the historic reflection on the issue. First, the conclusion part concluded the nature of this history even, qualitative, and discussed the responsibility of the governments of the Germans and the Allies, followed with the analysis of the reasons Turkish government unwieldiness to acknowledge for causing this historic tragedy. We hope that Armenia and Turkey history reach a consensus on this issue and find a proper method to solve it.
