Entering the 21st century, the trends of economic globalization, information technology and urbanization, are surging around the world. In integrating into the world's trend of historical development in the process of contemporary, China through the introduction of reform and opening up and modernization construction, in the growth and accumulation of material wealth has made tremendous achievements. Accordingly, the public spiritual and cultural demand is increasing. In 2007, the CPC Central Committee General Office of the State Council on strengthening the construction of public cultural service system, a number of opinions that led the government to nonprofit cultural units as the backbone, to encourage the whole community to actively participate in efforts to build a public cultural products supplies, facilities, networks, capital and skilled personnel and technical support, organizational support and performance evaluation as the basic framework for society-wide public cultural service system. Therefore, during the process of building a public cultural service system, the government should actively encourage the public to participate in the construction of public welfare cultural undertakings, the implementation of public cultural services in the community.The public cultural services are not supposed to be s regarded as pure public goods, and their diversity of nature brings the possibility for diversity of production and supplying. In western countries, in addition to government departments'work,a large number of third sectors have been participating in public cultural services, furthermore, some national non-governmental organizations even become a major provider of public culture products. These experience and lessons should be concentrated.A good public cultural services ecosystem should be constructed by the government, non-governmental organizations, and the market among the interdependent and mutually complementary constraints, interaction development pattern. The fairness of public cultural services, public welfare, culture, and diversity and other features and non-governmental organization's own non-governmental nature, non-profit, autonomous, voluntary determine the characteristics of public cultural services provided over other main advantage. However, in actual operation of the process, the development of Chinese public cultural service organizations are facing some problems, such as for the definition of public cultural service organizations, social organizations access restrictions are too strict, too much dependence on government, a contradiction between the actual operation and the organizational forms. The article pays attention to institutional environment and how the characteristics of organization effect its running ,was to explore the elements involved in and the process of non-governmental organizations in the public cultural service, and the law if follows. The dissertation sums up the practical significance of improving the operational mechanism of public cultural service organizations through an overview of Chinese public cultural organization's status in quo. In the second chapter combing can learn and apply the theory. Then in the third chapter of such organizations in order to run the elements involved. The fourth chapter is the core of this chapter, sum up the running of public cultural service organizations should have goal-oriented, project operation, run power, organizational management and interaction mechanisms, and the fifth chapter that the existing mechanisms and should be our natural state of bias , and in the final chapter on how to adjust and optimize the proposed countermeasures.
