Along with the issuance and implementation of the"Fulltime Compulsory Education Music Course Standard"in 2001,"understanding multiculture"becomes the important educational philosophy in the elementary school music curriculum. Nowadays while the trend of globalization is more and more evident, multicultural music education is gradually in the limelight. With this development, multicultural music education on the theory of primary and secondary school music teachers to continue learning as new demands and challenges.This research summarizes the differences and new demand between the"Fulltime Compulsory Education Music Course Standard", and the"Fulltime Compulsory Education Music Course Outline"in 2000. Also it analyzes the basic ethic demands on teachers through some critical examples in elementary schools. Anthropology from the music and the theory of post-modern perspective of music education, primary and secondary school music teacher summed up view of the paradigm of multi-cultural teaching characteristics and practical significance; and the author for the new curriculum for primary and secondary music teachers in the context of how to continue learning make recommendations to improve their literacy; last is "teacher professionalization" theory and "life-long education of teachers," Theory and the Concept of Multicultural Education Teaching Music Teachers in primary and secondary meaning of learning.
