The cultural industry is an economic activity which sells culture, information and wisdom. The economic value of goods originates from their cultural value. This paper presents that the advantages of art and technology will provide opportunities for democracy and liberation. And the copy of works of art can liberate art from the ancient tradition of religious celebration. The folk art acts as the carrier of folk; their exploitation makes great contribution to the local finance and employment. In addition to economic impact, the development is also a social phenomenon. The developers have interactions with the local residents on the way of life, ethnic customs and ideas. The traditional folk art merges into the modern life more and more. However, some are pulled out the meaning of culture and art, which are only left superficial commercial purposes and poor operation. They lead to folk art towards vulgarization with themselves. Therefore, the merge of folk art and modern times is still a question that is worth considering.The cultural industry, as a new form of economy, has an important influence on the development of China's economy inevitably, which is a reality that we can not avoid. The production field of culture and expansion space present an unprecedented radiation state, which bring forth huge inclusive and variability from the production method, operation and the product styles. The consumption and impact of cultural industry is also global, they spread fast with a strong global media network. In this context, the traditional culture and folk arts have direct contact with cultural industry.Overall, the most cultural industry concentrate in cities and the eastern regions, and the development of cultural industry is relatively slow in the rural and western regions. Even the eastern cities, developing the cultural industry to a higher level in a short term is difficult. When it comes to the rural areas, this imbalance is more significant. Many areas develop related industries with tourism as an opportunity. However, the result is that more cultural products are only part of the commercialization, not the industrialization. This paper investigates the development of folk handicrafts in Shaanxi Fengxiang, and explores the relationship between the creative industry and the folk art, the economic and cultural capital of creative industry and the conversion between them, and specific industrial operational problems of creative industry with the theories of ethnology, anthropology and cultural industry on the basis of investigation on the local industries, handicrafts development process and industries organization. Finally, this paper summarizes the industrial operation experience, patterns and problems in this area, and brings up the idea that develops theory and practical thinking in the creative industry of folk art.
