This study combines the Civil Society Theory with the Internet-participated public affairs, trying to find out the value of Internet-based citizen actions, and discussing the influence and affect of Internet communication to the construction of civil society in China. The main object of this study is Co-China, a civil society organization who stemmed from an Internet-participated public affair, developed through the Internet and now actually holding their activities by way of Internet communication.This paper gives an assumption that Internet communication benefits the construction of civil society and tries to reach this result by studying the case of Co-China, who is a typical sample of Internet-based civil society organization. Co-China was found in 2009 and has successfully hold seven Internet-based public discussions on public affairs in less than a year. It uses Internet as its only way to publicize the information, organize the members, and precede the discussion. Moreover, the join of opinion leaders on the Internet makes this organization more influencing and finally attract the attention of netizens and researchers. The historic significance of Co-China makes it a proper object of study in this paper.Internet communication has seldom been introduced to the researches on civil society. However, Internet has been playing a more and more important role in the public affairs in mainland China these three years. Internet has become a public space for open discussion and public opinion, and is definitely laying some influences on the construction of civil society in China. Therefore, the connection between Internet communication and the construction of civil society is worth studying and is meaningful to our country.
