Supervision Of Local People's Congresses Of The Local Legislature And The Executive

In China, provinces, cities and autonomous regions can make own legislation on basic of the Constitution and the legislation. With the rapid development of local economy, the number of local legislation were tens of thousands of growth, especially at the local executive and the legislature's size and increasing demand, the local executive and the legislature's supervision requirements increased. Local people's congress supervision as a local executive and legislative organs of state power, quality and efficiency of its supervision, to some extent determine the quality of the local executive and legislative functions. Local people's congresses in China from the current legislation on the supervision of local administration operating mechanism, there are still many defects and shortcomings. To further enhance the quality of the local executive and the legislature to ensure the legitimacy of local legislation and attributed to public opinion and promoting the socialist legal system, need to further improve local people's congresses of the local executive and legislative oversight. This article is for the purpose of this writing, divided into three parts to prove the local people's congresses of the local executive and legislative oversight. Analysis of the first part from the local legislative, executive and the legislature, executive and legislative implications of the local start of the local executive and legislative analysis of the current flaws and shortcomings, which made the necessity and importance of legislative oversight. The second part defines the meaning of the local people's congress supervision, the legal basis for the supervision of the local executive and legislative means, elaborates on the current place of local people's congress supervision of the executive and legislative status of the defects and deficiencies found. The third part, according to the analysis above, that local people's congress supervision of local executive and the legislature need focuses on specific measures to improve in order to create conditions for local people's congresses of oversight mechanisms.
