As a rule of Zhenguan Chinese history, "Zhi Shi" in the "period of rule," politically developed, economic prosperity, social stability, and cultural well-developed, its flourishing as to make future generations of praise, longing. Try this article from the perspective of the jurisprudence of this flourishing of the rise and fall for a reading with a view to derive a number for the building of contemporary Chinese society and the rule of law experience and lessons learned. The Golden Age more factors influence the selection process, and the relationship between various factors more complicated, I intend in this article only through the "personnel" and the two aspects of the system in order to glimpse "Zhenguan's government" the formation mechanism, with a view to derive a number of leading to a better state of society some of the superficial view.Articles divided into three parts of the rule of Zhenguan to analyze: the first part from the "personnel" perspective of Zhenguan analysis of the formation of the government to explain why Zhenguan the rule appears in the Tang Dynasty "personnel" reasons and performance; the second part from the Tang Dynasty are some unique system the starting point for the formation of the system of rule of Zhenguan made a brief analysis of the factors; The third part is the focus of the article, described in three parts.
