“Zhenguan Period” is regarded as the outstanding representative of Chinese benignadministration in history, which has left valuable historical and cultural treasures to latergenerations. However, one historic feat which is easily to be neglected is that this is the onlyperiod in China’s feudal history with no record of corruption owing to the overall governmentmanagement and cultivation.Today’s Chinese society is experiencing a transition period. Improper organization structuring,legal deficiency, imperfect administrative systems, cultural shock brought by market economicsystem together led to the abuse of power and serious corruptions. We believe cultureinheritance can provide us the opportunity to learn from history. During the NPC and CPPCCmeeting his year,Chairman Xi Jinping emphasized that:“Chinese civilization, with a history of500years, is the only one that endured the time…We must carry forward traditional Chinese cultureand regain our spirit.”It is time to learn from traditional culture and work out the new ways toovercome current difficulties.As a respond to the call of Chairman Xi, from a historic perspective, the current study chose themost representative period in history-Zhenguan, fully analyzed the administrative measurestaken at that time to give a further thought to fostering today’s cadres.The thesis is divided into five parts:Chapter One consists the background and significance of current study. Literature reviewon the study of “Zhenguan” ispresented.Limitations of the past studies are stated. The structureand research method of current study are also introduced. Chapter Two mainly introduces the cause of administration of Zhenguan in historical basisand the real need.Chapter Three is the discussion on Zhenguan administration. Theauthor introduces thefeature of this period, and the content of theadministrative system, which is explained frommandatory methods (by rules and regulations) and soft tactics.Chapter Four revealed the enlightenments from studying Zhenguan administration. Viewingfrom a historical perspective, based on the analysis of current situations, the author concluded thepossible ways to solve the current problems by learning from Zhenguan period.Chapter Five made a systematic conclusion on the whole study and gave suggestions for furtherstudy.
