Social Transformation Of Local Government To Cope With The Sudden Mass Incidents Countermeasures

Currently, China has realized the rapid economy development, achieved the great modernization, overcome enormous difficulties and accumulated a large amount of nation wealth after implementing the reform and open policy. However, at the same time, the previous interest structure has been broken and the new interest equilibrating mechanism has not been built up. The society is confronting various problems and enormous challenges. China is still experiencing a period of critical social transformation. During this transformation of the social structure and the variation of the interest equilibrating mechanism, a large number of unstable factors and social problems are still not inevitable and unavoidable. Those problems and conflicts change the social structure and adjust the social interest allocation, and also cause sharp social conflicts to some extent. Especially in recent years, our country is experiencing a crucial period of economy transformation. Because of that economy transformation, the social transformation is also inevitable. In addition, the emergent mass incidents during this transformation are also complex and multi-factor affected. As a result, how to deal with, handle and solve those incidents will be a critical and realistic issue for local government at various levels. Especially the county (district) local governments as the basic level governments dealing with those emergent mass incidents are very different from the province and city government. The county (district) areas usually are the places where the emergent mass incidents most likely happen, and also the places where the conflicts appear most directly, widespread. It will result in serious consequences, if the county (district) local governments do not deal with the emergent mass incident properly. Hence, it is very significant to do some research on how to improve the ability of those governments in solving and dealing with those mass incidents. This thesis aims to do some investigations on the methods of dealing with the emergent mass incidents during the current social transformation period from the perspectives of the county (district) local governments. According to the summary on these problems and experiences, the thesis aims to help the local governments to improve their ability in dealing with those emergent mass incidents.
