The Countermeasure Research That The Mass Incidents In Gansu Province Will Be Prevented And Solved Under The Cooperation Governance Theory

At present, China has forge ahead into the special period of development, and all kinds of social conflicts have increasingly become prominent. Mass incidents—these particular social problems are the manifest which all kinds of social contradiction becomes acute、centralized and obvious. In recent years, mass incidents in China in terms of quantity, the size and the effect are increasing and affect the social stability much more. And they influence the international fame and public credibility of our Party and government.As Gansu province is in a relatively backward developing condition, it has accerlerated the pace of development. But the development also induce all kinds of more prominent social contradiction and make the reasons of mass incident increase a lot. More unemployment、 demolition medical disputations、traffic accidents and the placement of retired military can induce mass incident. Our Party and government have paid more attention to the prevention and settlement of this kind problems. Many scholars have done a lot of research how to prevent and settle this kind problem and offered many proposals how to prevent and settle them. And the author thinks that the mass incidents are prevented and settled by our government and it can prove our Party’s ruling ability. During the time,the inducing reasons of the mass incidents are complicated and many-sided, so the treatment of prevention and settlement has multi-channels. The author do a lot of systematic research work on the reasons of prevention and settlement of mass incidents of Gansu Province. What’s more, through the research vision of cooperation and administration theory. Firsty, the author has studied that Gansu mass incidents will be settled by overcoming social organization’s interference, by educating the related social organization’s decision-making, and by strengthening management. The government should provide the social organization with sufficient developing space and build up sufficient confidence, and all these are done under the condition of cooperation and administration theory. Secondly, the author has studied the countermeasures which the mass incidents in Gansu province will be preventented and settled under the theory. The first countermeasure is that we should strengthen the legislature work in order to handle the mass incidents by the theory; The second countermeasure is that the management theory’s guiding principle will be perfect the mass incidents settlement mechanism; The third countermeasure is that the government should improve the ability how to handle the mass incidents under the theory. Under the author’s views, many effective prevention mechanism of mass incidents will be done in order that we can build up the harmonious socialist society.
