Society In Transition Effectively To Prevent Mass Incidents

The common occurrences of group incidents in the period of social transformation made serious threat to social stability and social harmony,and has been a key and difficult problem for all levels of government to solve with efforts. The strengthening prevention study of group incidents has certain theoretical and practical significance for the government to effectively avoid social risks and promote social stability and social harmony.This article is divided into six parts:The first chapter makes an introduction of the research background and significance, research status and commentary at home and abroad and research methods and innovations. The second chapter expatiate the basic connotation of burning theory, and based on which also build an analysis framework. The third chapter conducts a definition of group incidents from the point of view of burning theory and makes a summarization of its main characteristics. The fourth chapter analyzes the factors that generate group incidents by the way of burning theory, namely"Combustion materials"accumulation,"Oxidizing substance"catalysis and"Ignition temperature"realization, and at last makes use of Weng'an incident as an example to verifies this analysis thought. The fifth chapter contrapuntally proposes remedy to prevent the occurrence of group incidents, namely eliminating of the accumulation of"Combustion materials", reducing of the"oxidizing substances"and improving of the"fire mechanism". Only in the way above can we reach the aim of blocking and preventing the occurrence of group incidents, specifically speaking, by reducing the"combustion materials"through the way of constructing harmonious relationship between economic interests and harmonious relationship between political interests and improving the social security system, by reducing the"Oxidizing substance"through the way of normally opening information before incidents and properly guiding public opinion in time, by improving the"fire mechanism"through the way of establishing contingency plans, sensitive and efficient early warning mechanisms and conflicts resolution mechanism.
