The conception of Minimum Quota System of women's participation in government and political affairs appeared frequently in feminist since the 1990s. In narrow terms, the Minimum Quota System is the Minimum Quota System of women's participation in government and political affairs. This conception of Minimum Quota System has been controversial, thus many domestic scholars had debates of the Minimum Quota System. However, from the Representation the conception of Minimum Quota System, it should mean the percentage of the councilwomen accounted for the total members. Under the debates of the Minimum Quota System of women's participation in government and political affairs, the view of the people who supported the implementation of Minimum Quota System was regarded as the Minimum Quota System was a temporary compensatory measures. In fact, whether in a foreign country or at home, the implementation of Minimum Quota System had yielded positive results. Nevertheless, why the Minimum Quota System of women's participation in government and political affairs could acquire a positive result, and the ratio system of female civil servants couldn't achieve the anticipation effect? Indeed, if people constantly emphasized the ratio system of female civil servants, it resulted in the conditions of the essence inequality to women not to be improved. So the jury was still out on!The crux of the problem was why provided the ratio system of women's participation in government and political affairs had yielded a positive effect, but changed to the ratio system of female civil servants wouldn't achieve the anticipation effect? The reason was that the ratio system of women's participation in government and political affairs accord with the four existence conditions of the ratio system which was analyzed by this paper, and it was more suitable for representative system election. Thus, even if the implementation was a compensatory measure, its action could apparent also. The ratio system of female civil servants didn't accord with the existence conditions of the ratio system. And under the special dismissing mode of Chinese Civil Servants admission systems, namely, under the modality of election cadres system, appointment system, exam admission system and engagement system, even the numbers of female civil servants could reach the ratio of the provision, whether the high ratio of female civil servants numbers could exchange the original intention of improving the female civil servants ratio? Whether higher ratio of female civil servants meant these female civil servants to represent the interests of the female group better, and whether higher ratio of female civil servants meant governance capability of women to be improved, etc. A series of problems appeared which didn't make the higher ratio of female civil servants to get the original intention of specifying the female ratio. Therefore, oversimplified provision of the ratio of female civil servants which was the temporary measures couldn't implement the rights of women who occupied the government service. In another word, even the female civil servants reached a certain ratio, it still didn't play the civil servants representative role. Thus, the author had a deeper level of thinking of the ratio of female civil servants. And, the better thing was, John Rawls provided the solution for this problem. Based on distinguishing the compensation principle and the difference principle, the author thought that the ratio of female civil servants should use the difference principle rather than the compensation principle. The compensation principle was temporary, but the difference principle would try to explore a justice principle to eliminate social inequality from long-term perspective. This was the second justice principle of John Rawls. Its two components let us rethink the efficiency and fairness, pure procedural justice, etc, so as to establish a kind of principle of justice. If corrective system based on principle, it could eliminate the essence inequality of women who occupied the government service from a long-term meaning.
