Functions Of The Positioning Of The Xi'an City And Neighborhood Offices

The subdistrict office is the foundation of municipal management, which concentratedly reflects the various inconsistencies of the market system and the city during reforming.As cities transiting from the unit system to the community system in our country, the function orientation of subdistrict offices has seen an explosion of interest over the last few years.But the current function orientation of subdistrict offices is unclear, and is restricted by the traditional authority system. Meanwhile, the administration authorities and corresponding functions of subdistrict offices endowed by the laws are far behind the requirements of the new era; the position of the subdistrict offices in the municipal management system is disproportional to their responsibilities defined by city government. There is still a considerable big gap between the current system and the target of "two-level government, three-level management system" of Xi'an city government. Therefore, it has great realistic meaning to study the function orientation of the subdistrict office for carrying out the national policy to manage state affairs based on the laws, cultivating a good development environment for economy, promoting community construction and accelerating the development of the harmonious society.This thesis investigated the characteristics of functions and the reorientation problem of the subdistrict offices by using the theories of public management, public economics, public policy analyses, method of theories analyses and evidence analyses, method of comparison analyses and system research. It put forward the following standpoints:(1)The low administration efficiency in the subdistrict office is a typical manifestation of its unclear function orientation;(2) The indefinitude of function orientation of the subdistrict office restricts the development of politics, economy and society;(3)The unclear function orientation of subdistrict office is one of the main reasons making the legal position subdistrict offices questionable.(4) This thesis proposed the following principles of function orientation for subdistrict offices:1)To make it more convenient for residents of subdistrict to receive the government service;2) To make it more direct for the government to administrate;3)To make it more convenient for the government to fulfill its lawful instructional task;4) To provide a more expedite channel for residents to communicate with the government;5) To improve the efficiency of the subdistrict office.This thesis also proposed approaches for subdistrict office to improve its functions of public service, coordination, supervising and instruction.
