On The Guangzhou Subdistrict Office's Functions And Problems

The paper mainly at solving the problems resulting form the functions of Chinese subdistrict office of Guangzhou.It is mainly an empirical research with interview method,historical analytic and some other studying methods.Throughout the course of this research,I selected two subdistrict office of Guangzhou City as the interview objects,they are Shipai subdistrict in Tianhe District and Shishu subdistrict in Yuexiu District.I collected useful data form the two interviews and form some other channels, and then,basing on these data,I have done a research on the various problems face by subdistrict office.Both in theoretical and empirical perspective,the paper has discussed the reasonableness and reform direction of the functions of the subdistrict office.The contents as follows:1.Speed up the construction of new subdistfict office.2.Strick a balance between borough government and subdistrict office,clear function,separate some power appropriately,so that,make power and responsibility in line.3.Put the function in right location,and strong community support.At last,I agree with the perspective of strengthening subdistrict and weakening borough government,but now,it's difficult to do,because it should break the existing legal framework,the conditions are not ready.So,nowadays,the most important key is that strick a balance between borough government and subdistrict office,clear function,and separate some power appropriately.The problems revealed by the result of the research needs to be further studied,and the paper is only a preliminary exploration and reference paper for future research.
