Although the appraisals on the functions of the Trade Unions in the reforms of state-owned enterprises are more negative, from the public opinions and academic studies, the Trade Unions in state-owned enterprises actually play a role in some ways, as the important organs of state-owned enterprises. You need to know what they do really first, if you want to understand these roles. But it is the deficiency of existing studies. So, the questions that we care are what the Trade Unions in state-owned enterprises do, what logics they conform to, and how to explain their logics.We go deep into the study case-D factory and observe the actions and their logics of D factory's Trade Union carefully, for answering these study questions above. We find that, in production activities, it not only needs to do some routine works as the higher requirements, but also needs to do some innovative works for getting governors'supports, because it depends on governors at funds and staffing. In welfare activities, the most obvious characteristic of its logics is limitary. Except the works required by higher-ups, it needs to innovate. But it must to be mute about safeguarding the employees'legal rights which may be counter to governors'benefits. In recreational activities, it pursues achievements through innovative works, except the routine works, however the innovative works have obvious limits. Considering three types of actions above, we can think out the trait of logics of D factory's Trade Union. It try to do some innovative works to enhance its influence, when it does some works required by higher-ups. But, because of some restraints, the innovative works are limitary.There are three reasons which can explain the trait of logics of D factory's Trade Union. First, it acts as the higher requirements, because it is the organ in the regime and the grass-roots unit of upper Trade Union. Second, as the typical enterprising chairman, chairman Wang of D factory's Trade Union wants to pursue achievements in his official careers through innovative works. Third, the innovative works are apparently limitary, because the paradoxical achievement view, which requires the Trade Union to safeguard the legal rights and interests of employees and maintain close ties with employees at one side, to help the governors of D factory for the development of enterprise at the other side.Based on the findings above, we research the following three theoretical questions furthermore. First, what are the actual functions of the Trade Unions in state-owned enterprises; second, what is the relationship between the Trade Unions and the Party; at the last, how to reform the Trade Unions in state-owned enterprises.
