In recent years,along with the in-depth application and integration of "Internet+" in China’s social governance,China has begun to explore intelligent social governance in order to enhance the level of modern governance capacity.With the continuous development of digital reform and smart city construction,under the requirements and guidance of the All-China Federation of Trade Unions(ACFTU),local trade union organisations at all levels in China have been exploring digital reform of trade union organisations,building a trade union service system that can provide full coverage and a high level of service,so as to give full play to the four basic functions of trade unions,allowing trade unions to take the initiative to participate in social governance,and smooth the "last mile" between trade unions and the masses of workers.But at present the wisdom trade union is still in the initial stage of "crossing the river by feeling the stones",only on the road of continuous exploration and problem solving to move forward,in the process of its promotion inevitably encountered various problems.Therefore,it is necessary to conduct an in-depth study on the path of wisdom union construction.In this paper,we take the L County Federation of Trade Unions in Q City,Z Province,as an example,and investigate the current situation of intelligent trade union construction in L County using questionnaires and interviews,and carry out an in-depth analysis of the problems and causes based on holistic governance theory and public goods theory,so as to explore a path of intelligent trade union construction at the county level with practical value and feasibility.
