Because of the nature of work and social positioning and other reasons, Civil servants often face greater pressure, and thus it had a significant impact on the efficiency and quality of work. When facing enormous external pressure, abandoned the civil service examination test, left work,family discord and so on often happen to them. Psychological status of civil servants eager to adjust, stimulating their mental potential also become imminent. The development of Psychological Capital as the research focus of psychology and human resources and other popular areas of cross-border study, it plays a great role on the excitation potential, attitude adjustment.and thus the development of psychological capital of civil servants must become a worthy topic of discussion and analysis.In the full reference on the basis of previous research results, through the integration of psychological capital and the basic theory of psychological capital development, combined with the basic situation of China's civil service, we analyzed the factors which have an impact on the development of psychological capital, and proposed that psychological capital have four specificity with value type, scarcity, uniqueness, and organization.With the integration of the basic theory and the impact factor of Civil servants, Paper proposed to strengthen the development of psychological capital from the system, personal accomplishment, and concrete from the self-efficacy, optimism, hope,toughness to practice.
