Psychological capital (PsyCap) is an individual general positive of the core psychological factors, the specific performance is order to comply with the psychological state of positive organizational behavior standards, and through targeted investment in and development leaving the individual to gain a competitive advantage. Conducted a systematic study and discussion with the concept,factors,current characters and interventions of Civil Servants'PsyCap.On the one hand, to enrich and develop the content of PsyCap.The other hand to help understand the current civil servants living state, but also for civil servants selection, training and mental health counseling,provides a theoretical basis and recommendations.The methods of document analysis, questionnaire survey, and quasi-experimental design were used to the system study of Civil Servants'PsyCap.First, reviewed and analysed the existing research,and combined the result of early interviews and open questionnaire investigation,got the Civil Servants'PsyCap operational definition,built the corresponding theoretical dimension, draw up Civil Servants'PsyCap's preliminary questionnaire. Then,investigated835civil servants,analysed the current situation and characteristics of the Civil Servants'PsyCap.In order to promote Civil Servants'PsyCap,designed Civil Servants'PsyCap intervention programs base on the current situation,using experimental/control group pre-posttest design tested and verified the effectiveness of the program.Several significant conclusions were drawn as following:(1)The Civil Servants'PsyCap contains self-confidence, hope, resilience, sense of responsibility, collaboration, self-discipline and enterprising,it has multi-dimensional structure.The Civil Servants'PsyCap questionnaire's reliability and validity met the psychometric requirements,it can be used as research tool.(2)There were significant differences in gender, there were significant differences in educational level, age,work experience,job categories and career level.(3)The intervention methods of civil servants include acquaintance and cooperation, establish hope, enhance self-confidence,resistance, a sense of responsibility, and strengthen self-discipline, accept new challenges.confirmed the effectiveness of the intervention model.
