After the Cold War, people are facing a more complex world of different global public problems and non-traditional security issues which involve all countries. To solve all the problems can not just rely on the traditional policy measures or a single country or even several countries. This kind of more complex international situation and affairs have seen the rising importance of the "soft power".With the deepening of the European integration, EU has been more and more shining in the international arena. EU continues to make her unique influence mostly the soft power influence gathered in this half-century. This kind of soft-power influence shows not only in the modeling of regional integration but also in founding and leading the international regimes and multilateralism. EU has always committed to creating the international economic and political system, promoting multilateral coordination and cooperation and stands for dialogue, negotiation, coordination and compromise to resolve international disputes.Climate change has become one of the most challenging problems that people are facing and to solve this problem has moved into the advanced political field. This problem has offered EU a platform to show her values and to play an important role. EU is strengthening her power in foreign affairs and enhancing her international image and influence by climate change governance.This paper tries to use the soft-power perspective and state EU's role and influence in the process of the global climate change negotiation to analyse EU's soft-power influence in this field by EU's normative values, institutional development and policy implementation.
