Study On Cultural Soft Power's Influence On China Foreign Policy

With the economic globalization, more and more countries realize the importance of strengthening cultural soft power as for international competition. So they study the cultural soft power theory and formulate cultural soft power the development strategy. This article tries to inquire about cultural soft power's influence on China's foreign policy.It begins with introduction, and then the author elaborates the significance, the research status que, the research mentality and the framework as well as the research method.The first part of the article combed the concept of"soft power"which was proposed by American scholar Joseph and pointed out its limits and narrowness, and then obtained the author's own concept. The author hold that soft power is the ability of a country strives other country to voluntary understand, approval or cooperate with it by the non-compulsory ways. Soft power has different characteristic with hard power: flexible, endogenetic, permeable and so on.The second part of the article mainly discussed the cultural soft power, and its different characteristics from hard power. Form the view of its influence on foreign policy, the resources which can produce the cultural soft power mainly come form the traditional culture, the national spirit and the ideology. The function of the cultural soft power is to enhance the political power validity, political power cohesive force, to mold a nation's image and to maintain national interests. Then the paper discussed four stages of cultural soft power to play the role. The first stage is the contact and communication followed the second stage of the favorable impression and the attraction; The third stage is the imitation and the support, well the last stage is the identification and the support. Usually, soft power displays function only in the first stage or first and the second stage.The third part of the article discusses the influence of china's cultural soft power on foreign policy. The author combed the development of China's foreign policy in chronological order. Then summarized foreign policy briefly, say initiative foreign policy between Han Dynasty and Ming dynasty, the seclusion foreign policy in Qing Dynasty, and then humiliation foreign policy during the Opium War together with the compromise diplomacy under the control of the Northern Warlords. Lastly the paper discussed the foreign policy after establishment of People's Republic of China. From the independent foreign policy of peace to nowadays peaceful development, a harmonious world and mutual benefit and win-win policy, china holds Five Principles of Peaceful Coexistence all the time. Then the paper analyzed the relationship between culture and foreign policy, say culture is important to foreign policy. Culture plays an important role in foreign policy. Culture exerts influence on foreign policy from the aspects that China traditional culture's influence to diplomacy, China's national spirit's influence to diplomacy and current ideology's influence to diplomacy. Finally, the author analyzed the argument with the case of holding 2008 Olympic Games' Successfully.
