Corporate environmental responsibility (CER) is a product of conflicts between economic development and environmental issues. With the unprecedented strengthening ability for human being to make use of the environment, fierce conflicts occurred between wealth growth and environmental balance. Excessive consumption of resources and the rapid discharge of wastes caused a series of unprecedented environmental problems. Humans began to rethink the values of liberalism, centrism, and rights of self-interest. As some scholar said, man and nature is in a kind of relationship with the structure, but also are participants in the process of circular flow. In this relationship and process, humans locate a critical position, and therefore have to bear more responsibilities. As a basic form of human subject, the environmental responsibilities of corporate gradually attracted people's attention, and then become an important issue in the process of the modernization of human society.This paper starts from the historical causes of corporate environmental responsibility. Corporate environmental responsibility is a product of the conflict between economic development and environmental degradation, while the theory of corporate social responsibility (CRS) provided a favorable external condition for it; In Chapter 2, the author analyzes the theoretical basis of corporate environmental responsibility from respect of economics, philosophy and ethics; In chapter 3, the author calls for conversion of the stimulation of CER, which should change from external force to internal force; In chapter 4, two classical cases of development countries relating modern CER are brought up to set up good examples for the construction of Chinese CER; Finally, the article suggests several proposals from the respect of both the enterprises themselves and the government, which are moved to enhance the CER construction of China.
