Since 1992,expansion of the UN Security Council has not making progress. For the failure of the expansion of the UN Security Council, there are three views of the mainstream theories: Firstly, the struggle of power result in the failure of the international cooperation and the expansion of the UN Security Council; Secondly, the struggle of principles. the division of representation and effectiveness make expansion of the Council lose the direction. Thirdly, the struggle of program (Charter 108). The United Nations is too close and lack of openness.This paper argues that these three perspectives can not adequately explain the plight of Security Council expansionand seeks to analyze the plight of the UN Security Council expansion from the relatiive gains. This paper takes the process of the expansion of the UN Security Council as a process of countries and groups of countries to negotiate and gamble, taking the expansion of the UN Security Council as an international cooperation issue. So this paper analyze the impact of the relative gains on expansion of the UN Security Council.The first chapter describes the relationship between relative gains and International Cooperation, the relative gains has extremely limited the international cooperation, and stress that the relative gains is a necessary condition for international cooperation. The second chapter introduces the basic principles of the game. Using Duncan ? Snidal's model, I emphasis that with change of sensitivity of the relative gains, international cooperation model will change. The third Chapter, through the relative gains of the game , the reason of the success of expanding the UN Security Council during the Cold War is that Group of Asian and African countries and groups of Latin American countries concerned about the relatively low degree of gains, they reached a cooperation;Although the United States and the Soviet Union had the common interests, the two sides focused on the relative gains, which prevented the formation of cooperation. The failure of the UN Security Council expansion in the new century result from the highly sensitivity of the relative gains between"Union of Four" and the "Uniting for Consensus" movement, so the two unions could not reach cooperation; the relative gains between Union of Four" and "African Union" is lowly sensitivity , so they are easy to reach cooperation. But the relative gains in intra-African is highly sensitivity, leading "the African Union" and "Union of Four" co-operation can not be reached.
