Commercial Bank Social Responsibility Practice Mechanism

As the development of financial globalization, bank industry has been bringing grand effects to the society, economy and environment. In the last few years, the movement of corporate social responsibility has gradually gained supports from governments and world organization. As the special enterprises, commercial banks bring more problems of economic negative externality compare to general corporate. So the commercial banks need to take more responsibilities. To make sure the realizations of commercial banks' corporate responsibilities, many international organizations or non-governmental organizations have established the guidance of commercial banks' corporate responsibilities, and make the concrete situations clear. And the banks entered into the criterion are required to burden the responsibilities. It was set up the systems, such as the system of reputation, to press the commercial banks to exercise the responsibilities. However, the research of commercial banks' social responsibility in our country has been in the start stage. There are no certainty and unity about the concept and contents, lacking systems to regulate the behaviors of commercial banks' social responsibility. Most importantly, there are no perfect mechanism for commercial banks to fulfill the social responsibility in the inside government of the commercial banks and exterior environment, resulting in commercial banks inefficiency in fulfilling the responsibility. Consequently, to change the situation of effects for commercial banks to burden the responsibility, it needs to improve the fulfillment mechanisms and make sure the realizations of commercial banks' social responsibility, and make sure the commercial banks create more contributions to our harmony society.The article is constituted by the following five parts.In the first part, through the theoretical elaboration of corporate social responsibility, it is analyzed the specialty of commercial banks, to prove that the commercial banks need to take more responsibilities. The concept and content of commercial banks' social responsibility has been defined in the article. And the fulfillment of commercial banks' social responsibility is outlined in the article.In the second part, it analyzes the necessary of the commercial banks to fulfill the social responsibility, and gets the conclusions that it is to be the world trend for commercial banks to fulfill the social responsibility. It is been consented that commercial banks should burden social responsibility in our country. Then, it is outlined the necessity of establishing commercial banks' social responsibility, and analyze the legalization of the commercial banks' social responsibility, which makes a good basement for the construction of fulfillment mechanism for social responsibility.In the third part, it is analyzed the present situation of the fulfillment of social responsibility for commercial banks and point out the problems for commercial banks to fulfill the responsibility. It includes the regulations of social responsibility lacking consistency and force and imperfect institution for commercial bank to burden social responsibility, which cause the commercial banks hard to fulfill the social responsibility.In the forth part, given to the problems existed in the fulfillment mechanism for commercial banks to burden the social responsibility, it is analyzed the experiences for abroad commercial banks to fulfill the responsibility. The regulations for foreign commercial banks to burden social responsibility have been introduced. For improving social responsibility fulfillment mechanism, we should adopt good lessons.In the fifth part, it is from two levels, which are exterior mechanism and outside mechanism, to improve commercial banks social responsibility fulfillment mechanism. For improving the exterior mechanism, we could adopt many systems, such as green credit, social responsibility report, social responsibility report appraisal, the supervision of non-governments. For improving the internal mechanism, we could consummate the management structures and set up the appraisal system for managers. Combining the above two levels, it could make the commercial banks to fulfill the responsibility more effectively.
