Overall Government Reform In The United Kingdom Study

In the 1970s, most of west countries were immersed in the financial crisis, management crisis and trust crisis. Meanwhile, these realities posed new challenges for west governments. Facing the globalization and domestic administrative dilemma, most of west countries have started a new round of reform practice, namely New Public Management Reform. This reform advocates the market mechanism operation, claims market competition mechanism in government management and establishes"customer-driven"government. In the practice of reform, it has overcome the disadvantage of bureaucracy, reduced the administrative cost and improved the efficiency of government management. All in all, it's the reflection of traditional administration mode to a certain extent.As the reform continue to advance, the new public management gradually cannot adapt social development, it caused a fragmentize agencies, made the coordination difficult in the inter-government and between government with the third organizations. Therefore, reorienting the government's functions and responsibilities and making coordination successfully became the new government's issues. With "integration" and "coordination" as the main characteristics, holistic government model comes into being. Specific to Britain, is Tony Blair's government reform and practice. Facing the national economic trouble, government and personnel expansion, plus information era of governmental management proposed the new requirements, Blair began to rethink the reform of Thatcher era, and carried out the"Join-up Government"reform, and developed to"Holistic Government"in the late reform. Since the reform and opening up, China has had six government reforms, which have achieved some results in streamlined, improve efficiency, department's integration and so on. But, overall could not get out of the "downsizing-- expansion --to streamline -of the vicious circle of expansion" again, institutional reform situation is still severe. Since 2008 China has begun to explore the reform practice about"the ministries system"and has some similarities with the holistic government reform. By summarizing the "holistic government" theory and reform practices, and combining with the reform practice of our country, this article attempts to sums up some experience for our country.This paper mainly divided into three parts. The first part introduces the origin of holistic government, and summarizes the background of this reform. The second part analysis the reform contents, mainly introduces the stage of reform, the way of the integration and analyzed the case of"British Tax Service Agreement". The third part mainly summarizes the experience for our government reform, introduces the basic key elements about the holistic government in detail and finally gives five reform aspects for our country.
