With the constant development of the New Public Management,as a new management concept and method,performance management has gradually become an effective tool for Western countries to reconstruct government,to implement government's responsibility,as well as to improve and evaluate the management of government.The gap between the level of performance management of China's public sectors and the developed countries' still remains.It is an important content of the current and future period of China's reform of the administrative system and building a service-oriented government,and also a major subject of public management research to establish and improve government performance evaluation system which accords with the situations of our country and adapts to the scientific outlook of development.In 1979,on behalf of the New Right,Mrs.Thatcher won the election.When she came to power,she tried to apply the management experience and methods of the private sectors to the government.In this case,performance management was regarded as a means to effectively improve government performance and began to be invested in government management.The main goal of performance management reform during Mrs.Thatcher Period is Efficiency Logic;that during Major Period is Accountability Standard Logic;that during Blair Period is Best Value Logic.These reforms of government performance management have further improved the authority of the British government and brought new impetus for the British government.Although the British government performance management has obtained considerable achievements,there are also many deficiencies such as impacts of the political system on performance execution,the staff's "self-interest",problems of hard-eyed performance evaluation and so on.As a pioneer in performance management reform of public sectors,the British government's successful experience and lessons have important enlightenment and value for our country's administrative system reform: government performance management reform needs legal protection,we should establish a reasonable performance evaluation index system,focusing on performance culture and performance awareness,to create an open performance management environment and to improve the citizen participation mechanism in performance management.
