Tang and Song Dynasty is not only a boom period in Chinese feudal society, but the most active period in outside contacts. In the Tang Dynasty, there were many tributaries in China due to its prosperous politics, economy, culture and open policies. In the Song Dynasty, due to the fact that economy and culture was extremely prosperous and the government encouraged foreigners to come to China, more and more foreigners were sent to China in order to pay tribute, do trading or learn Chinese culture, some even lived here afterwards. And the government formulated related systems and laws for the foreigners living in China, and set up special agencies to manage them. All of these brought up the prosperity of Tang and Song Dynasty in outside contacts. The paper will explore the issue from the following aspects. Firstly, it will explore the related laws for the foreigners in Tang and Song Dynasty.This is primarily explored from civil law and economic law, and civil law includes civil rights of residence, education rights, political rights, marriage rights, property and inheritance rights, religious rights, right of action, etc; economic law is mainly from the perspective of trade law. At the same time, it also explores the social conditions and foreign policies from legal respect in Tang and Song Dynasty.Secondly, it compares and analyzes the laws formulated for the foreigners and highlights the characteristics of the related laws. For example, the government could flexibly utilize the fundamental principles of the foreign laws; the government placed emphasis on tributary trade; the relation between ritual and laws; the comparison of the loose laws; the different views of the people about the foreigners. All of these can show the differences between the Tang government and the Song government in outside aspects. And they also reflects the transition and its influence on foreigner policies whether in thoughts or in actions.Lastly, taking history as a mirror, it explores the influences of the related laws for the foreigners. Firstly, the related laws formulated by the government of Tang and Song Dynasty have great significance in guiding the surrounding countries, which is especially typical in Japan. It explores the issue by comparing the management and the laws formulated respectively by the Tang government and Japanese government. For example, in politics and economy, Japanese diplomacy etiquettes and ways in dealing with the foreigners basically draw on the laws of Tang Dynasty. And some laws and regulations formulated by Japanese government are also exactly the same as those formulated by Tang and Song government, and even foreignbodies are embedded in tang and song dynasties. It is also true that Japan imitates China in handling foreign affairs, for example, Japanese "Hua Yi Order" originates from Chinese "Hua Yi Order". From this, we can see that Tang and Song laws have great effect on Japan and East Asia, which reflects the prosperity of East Asia culture. At the same time, the laws have great significance in guiding Ming and Qing government to formulate external laws. For example, Ming and Qing government, taking the past losses into account, totally utilizes the principles of territorial law in dealing with the foreign disputes and puts emphasis on sovereign rights. In addition, with the formation of global integration, it seems extremely important to explore the laws formulated by the ancient government for the foreigners. And the laws provide rich experience for China in dealing with international affairs and external disputes.
