Anti-humanity Crime is deemed to be an extremely serious international crime and focused by the whole world. From the Court of Nuremberg and Tokyo of Second World War to International Criminal Tribunal for the Former Yugoslavia and International War Crimes Tribunal for Rwanda for the humanities occurred at the area of Yugoslavia and Rwanda, the international community contributes a mass of energy and cost of expense on the attack, control and prevention of anti-humanity with little efficiency and big problems on the function respectively. The international community has no choice but to engage into the trial of Khmer Rouge, considering the shocking atrocity of Khmer Rouge. During this trial, a new form of international court emerged, namely the Extraordinary Chambers in the Courts of Cambodia. Whether this new form could become a proper method to deal with the anti-humanity crime is an important theoretical and practical issue.This paper includes seven parts, the history of the anti-humanity of Khmer Rouge, the evolution of international criminal court, the procedure of ECCC, the court organization of ECCC, the advantages and disadvantages of the international court system, the advantages and defects of the ECCC, the overview of punishing the international anti-humanity.The first part:the history of the anti-humanity of Khmer Rouge. This part generalizes change of the attitude of anti-humanity of the international community and the serious anti-humanity crime in Cambodia.The second part:the evolution of anti-humanity crime and alternation of the criminal elements under theory and practice. This part analyzes the history and evolution thereto.The third part:the characteristics of the procedure of the ECCC. This part analyzes the difference between the ECCC and other international court systems.The fourth part:the characteristics of the court organization of the ECCC. This part analyzes the difference on the court organization between the ECCC and other international court systems.The fifth part:The advantages and disadvantages of international criminal court system. This part analyzes the characteristics of the two international military court and ICTY, ICTR.The sixth part:The advantages and disadvantages of the ECCC. This part starts from the practical issues of ECCC and analyzes the reason for such issues.The seventh part:The overview of punishing the international anti-humanity crime. This part stars from the characteristics of the international criminal court and advantage of system, and discuss the advantage and potential issues of dealing with anti-humanity crimes.
