The core of democracy is in election. The essence of election is that the citizens are equal to exercise their rights to voting. Chinese citizens in the process of exercising right to voting are also facing many problems. It requires us to continue to improve our electoral system and regulate electoral behavior, in order to protect the equal exercise of right to voting. Meanwhile ,we should take Chinese specific situation into consideration.This paper has altogether more than 16,000 words, including introduction, principal argument, and the conclusion.The dissertation is divided into three parts. The entry point is the history of the development of right to voting. It consists of two main historical lines, which are the expansion of the main election and the changes in efficiency of votes. The analysis of those two elements is to fully understand the universality and equality in the electoral process, and illustrate dialectical relationship between right to voting and stand for election. In the election practice, right to voting is to be achieved through electoral system, however, in the theoretical study, right to voting can be districted by obligations, rights and responsibilities. By examining the history of voting rights, the development of electoral system and analysis of theories elaborated an initial understanding of equality of the citizen right to voting. The second part analyses the status quo of Chinese citizens'right to voting, and mainly summarizes three issues. First issue is right to nomination. Second one is lack of electoral rights of migrant workers, and the difficulties faced by candidates in different places. And the third are the gender differences on the issue of political participation. The third part is the measures and suggestions on these issues, including reforming the nomination process of candidates, enhancing the scientific and democracy of nomination process, and solving the nomination problems by dividing the electoral districts. In order to improve electoral system in different regions, we should actively promote the reform of household registration system, and scientifically demarcate election districts. The significant purpose is to promote people to participate in community activities. In addition, we should enhance awareness of election especially for women candidates, optimize the external environment for female candidates in the election, and improve their self-education that mainly aims to create an environment of equality in the election to women. Finally, the real equality to exercise right to voting is a progressive democratic process. The development of democracy in China is gradually advancing and improving constantly.The article attempts to argue vigorously by logic reasons and speak by the fact. The author used the method which theoretical analysis and real diagnosis analysis are unified to launch the research, paid great attention to other disciplines in particular materials and sociological research results and statistical data utilization, expected the reliable reasonable proof can be provided in this article.
