With the advance of urbanization,both the potential value of rural land and the benefits of rural collective economy are rising rapidly.Because rural household registration is linked to these rights and interests,the gold content of rural household registration is increasing day by day.A lot of rural migrants hope to relocate countryside to seek benefits of rural collective economic organizations.At the same time,the construction and development of rural areas also promote the reversal of the trend of urban and rural population flow.Besides,other factors,including taking care of parents,investment and employment,and living environment,also contribute to the new trend.The rural migrants who settled down in cities in the early days are more and more willing to move back to the countryside.Taking Weifang as an example,the conditions for urban hukou to move back to rural areas are as follows: first,according to the principle of "actual residence,people and households are consistent",the returning residents need to live in rural areas,which should be verified by household surveys conducted by the police;second,they have legal and stable residence in rural areas,i.e.providing housing property titles or real estate certificate,or housing registration information materials issued by the housing management department.However,In the actual work,there are many policy obstacles in urban hukou relocation to rural areas,such as problems of applying for rural homestead-land-use-right certificate,the issue of no housing certificate and the certificate of village committee agreeing to accept,and the problem in identifying the actual residence,and legal and stable accommodation,etc.The current crux of the problem of urban hukou returning to rural areas lies in the unclear land property rights and the the rigidity of the system of household registration and land rights.Solidified relationship between farmland and rural inhabitants does not fit the demands of citizenization and urbanization of agricultural transfer population.Solidified relationship between farmland and rural inhabitants does not fit the demands of citizenization and urbanization of agricultural transfer population.In terms of policy design: first,gradually divest the interests associated with the household registration system;second,promote the linkage reform of the land system,clarify all kinds of land property rights relations,implement the “increase people do not increase land,reduce people do not reduce land” policy,reform the initial acquisition of homestead,and the implement village collective housing to solve the housing problem of people who are not assigned with homestead;third,implement "If there are living conditions in the city,they will settle down in the city;if there are living conditions in the countryside,they will settle down in the countryside” policy so that residents could choose freely and strive to achieve regular residence registration system which is the population register where live.The overall solution to the problem of urban household registration in rural areas: strengthen the top-level design and legislation to promote the reform as a whole,to make overall plans and to coordinate the systems of various departments.In addition,carry out the work of confirming the right to land in an all-round way,and issue the certificate of land contract and management right and homestead-land-use-right certificate to farmers with clear legal effect,to make the property right clear.Furthermore,carry out the confirmation of the members of collective economic organizations by the villagers' committee under the guidance of the government.The villagers committee determines the economic membership of the collective through democratic decision-making.Because the current household registration still adds various benefits,the urbanization rate of the household registration population is difficult to reflect the real urbanization level.Thus,it is necessary to appropriately weaken the assessment of the urbanization rate of the household registration population,and it is more scientific and efficient to use big data to measure the urbanization rate in the information age.
