The equality is a basic principle of modern electoral system But our country made the difference stipulation in view of city citizens and countryside citizen's voting rights because of system reasons, special national condition and traditional ideas. Although the Election Act through revised many times so that this difference reduces gradually, but this difference extremely was still remarkable according to present electoral law. The equality is the value which the law pursues, and is the moral foundation of law. It is incompletely reasonable that make the household registers the base on which we took carries on the discrimination to the voting rights. The farmers' rights and interests cannot being protected effectively, the expanding disparity between cities and countryside, the structure's being destroyed that the govern of Chinese society distinguishing between cities and countryside and the reforming to household register system proposed request to the voting right equality. But legislates' realizing the equality of voting rights have noticeable barrier that include the population quantity of cities and countryside and their difference in cultural quality. Now whether the voting rights can be equality felled into a difficult position, this difficult position had found the outlet from the legislation pattern in the time of social transforming: the advanced legislation pattern is better than the maintained legislation pattern in the time of social transforming.
