The unbalanced economic development between urban and rural areas causes the floating of millions of rural people. The key point of new-type urbanization is guiding "300 million mobile population" to urbanize. Shanghai, due to its economic boom, attracts lots of floating population. But the government has to control population size strictly because of the limited city resources, which poses huge challenges to the management of and service for floating people.Because of poor economic conditions, the floating people have no choice but live in the low-cost "village in city" which is labeled as overcrowding, poor sanitary environment, poor social order and low population quality. These labels expand the distance between the registered population and the floating population and exacerbate social exclusion. Minhang District locates in the city fringe. It becomes the focus of population control policy because it gathered 13% of the floating people in Shanghai. Village in Qibao, not far away from city centre, is surrounded by the second industrial clusters, thus it increase employment for people in low-end manufacturing. In 2008, Lianming Village’s pilot project, transformation of "village in city", is of great significance.This paper use both quantitative analysis and face to face interview to investigate the Lianming Village in Qibao to have a better understanding of the transformation of "village in city" and floating people management in order to know their current situation and the living demand. The results show that the floating people living in the "village in city" is an indispensable part for the development of shanghai because they actually supplement the low layer of the labor market. As a training site where the floating people will be citizenized, the "village" in city not only supports rural areas but also provides labors for cities. City governments should treat the floating people and the city village with an optimistic attitude. With the implementation of policies like industrial transformation, reconstruction of "village in city" and limited settlement, the bottom of immigrant began to leave Shanghai and gradually gathered to the small and medium-scaled cities. Lower-lever governments need to strengthen community management, have in-depth knowledge of living command of floating people and provide fair public service. By doing this, blindly floating people can decide their future reasonably and those with stable jobs who decide to live in "village in city" may get better service.
