But poor governance effect of the mobile vendors, violence frequent and flow vendor development problems still exist, these problems lead mobile vendors and urban management department and pepole to hurt. What is The reason-lack of management, vendors governance system to practical needs, urban sector and the lack of self construction is an important cause of ZS mobile vendors governance troubled.In this paper, using literature method, interview method, questionnaire survey method and deductive methods of induction, flow through investigation of ZS street vendors work and management present situation, summarizes the mobile vendors governance dilemma of ZS, in-depth analysis the causes of governance dilemma, on this basis, to do theoretical analysis and practical deconstruction, Learn from the successful experience in vendor management of the United States city and HongKong and WenZhou City, on the basis,Measures proposed countermeasures of governance.Advocated the present situation of treatment as a starting point, Advocated strengthen management as the foothold, from Building a new mechanism of the governance of mobile vendors, the innovation and strengthen current vendor management, strict law enforcement to maintain the legal authority, in an attempt to through perfecting the legal basis, establishing the management organization, adjust measures to local conditions to strengthen the vendor management, vendor management organization, encourage social participation, promote transformation and upgrading of vendors with strict law enforcement to solve in ZS, the mobile vendors governance of enhancing the management level of ZS city.This study has the important theory significance and the practical significance,because this study can address the reality of the plight of the ZS n mobile vendors governance and promote the management modernization of ZS City.
