For recent decades, the high-speed process of industrialization and urbanization has seen the transformations of surplus rural labor force into Shanghai, residing in villages in the city, which spontaneously formed inhabited areas that are, under most circumstances, locating in suburb areas, and dwelled by the migration population in leasehold. Among these social phenomenons, this paper will be studied basing on the case in the Minhang District.Employing the methodologies from sociology, this study concludes that, to some extent, city village does carry its rationality and irreplaceability in existence, regardless of the problems it caused to the city. It is also discovered during research, that the absence of efficient supervision of the drifting population has been intensifying the conflicts pertaining to this issue. When the domestic phenomenon of city village has shared common problems with that of foreign slum, we might learn a few of countermeasures from their reconstruction approach– taking positive steps to solve this issue after acquiring a rational understanding of both its reason and trend.Therefore, this paper comes to address that, aiming to establish a harmonious society, it will be critical to encourage full participation of the floating population into city affaires, and to build up a security system to ensure the wellbeing of the whole migration community. When integrating the drifting group into the city, the optimal strategy of exploiting potential management power and encouraging broad participation will hopefully help to work towards a more promoting city capacity and a more compatible developing environment.
