The legal reform of Chinese city management in the late Qing Dynasty is carried on under the influence of external factors. After the Opium War foreign investment to set up factories in the port city, in its demonstration the national industry is developing rapidly. As the improving of city industry level the process of city accelerates quickly, city management mode of the original has been unable to effectively manage city. A person with breadth of vision at the end of the Qing Dynasty realized the advanced the legal management of western city and wrote a book on the spread of western city management thoughts of rule by law. Qing government and merchant class promote the legal reform of Chinese city management jointly. Management system of the loan and the Japanese police system is the model for China city municipal management system, public security management system in the city. City management legal reform in the late Qing Dynasty on the basis of the economic development of the city, but the end of the Qing Dynasty city industrial development are carried on under the influence of external factors. With good geographical conditions of the city economic development better than inland city, which makes the legal reform in late Qing Dynasty and city management is uneven. Development imbalance between urban and rural economic impact from outside the economic factors, the country to the city’s population exceeds the carrying capacity of the city. In addition the city merchants class who promote the legal reform of city management has accept the legal thought of city management. Workers who come from the countryside did not accept the western city management thoughts of rule by law. The redundant rural population engaged in illegal activities which hinder the city legal system construction. Despite the end of the Qing Dynasty legal system reform of city management duration limited, but its promote the civic consciousness and exchange of Chinese and western legal culture, which laid the foundation for the city management of the legal system of the Republic of china.
