The Heilongjiang province is located in the northeast of inland China. It is a multi-ethnic border province. Except the Han nationality, there are Man nationality, Korean nationality, Hui nationality, Mongolian nationality, Daur nationality, etc.fifty-three ethnic minorities in the Heilongjiang province. Affected by historical reasons, these ethnics mix with the Han nationality together, spread to citys and rural areas in the province. The ethnic minority areas in the Heilongjiang province are mostly located in remote, the basic education is weak, the talents of ethnic minorities are lack. Due to the restriction of natural conditions, the industry developments singlely, the economic developments at a low level for a long time, the development of social undertakings lags behind, the national areas show non-sustainable situations. It does not coordinate with the goal of "enrich the people and strengthen the province" that is raised by the government of Heilongjiang province and the party committee of Heilongjiang province and the implementation of "revitalize the northeast old industrial base" strategy raised by the national.Facing the hitherto opportunities and challenges, to continue maintaining the steady development of economic and social in the ethnic areas in the Heilongjiang province, it must fully trust and rely on minority cadres in every aspect of social management in the ethnic area and there must be a team of cadres of ethnic minorities in the Heilongjiang province who have strict practice of the party’s principles and policies,who are fully into the masses and who have higher scientific and cultural levels and be proficient in the national business work.This paper begins with the necessity and urgency of the construction of minority nationality cadres in the process of economic and social development in the ethnic areas of the Heilongjiang province, then summaries and hackles the theory and the practice of the construction of the minority cadre team in New China, highlighting the ideas and measures about the construction of minority cadres which belong to four generations of collective leadership of New China. Then, it reviews the history of the development, which is on the construction work of minority cadres in the Heilongjiang province, the purpose is to accumulate experience, summarise the lesson, in order to fully find problems. The following is detailly analysing the main problems in the construction of cadres of ethnic minorities in the Heilongjiang province, excavating the deep foundation, in order to fundamentally solve the problem. Finally,it puts forward some countermeasures and proposals to improve the construction of national minority cadre team in Heilongjiang province, aiming at the problems found, proposes the solution from five aspects of ideology, business operation, operation mechanism, team structure and individual quality, ensure timely and effectively solve the problem.The purpose of this paper is to Heilongjiang province to strengthen the training of the minority cadres and provide some reference for the appointment, but also provide a basis for relevant departments to formulate policies.
