Ethical Dilemmas Of China's Minority Areas Of Public Policy And Its Governance Mechanisms

Public policy refers to the authoritative allocation of public interests and public value. As a body representing all the people's interests, government adopts public policy as a lever to manipulate such an authoritative allocation within the entire society and carries out macro controls on various social problems. Consequently, formulating and implementing any treaty of public policy directly affect a vast host of people's interests. A good public policy makes the masses reap a great deal of benefits, whereas a bad public policy entails untold troubles, even endangers the stability of regime.China is a unitary multinational country. Stemming from the historical and practical reasons, our country's ethnic minority regions remain at an undeveloped stage, which can be characterized as slow economic and social development, relative concentration of impoverished people, as well as severe lack of social public products. Since the implementation of reform and opening-up policy, the new change of international environment mainly in politics and economy has provided our county's ethnic minority regions with an unprecedented chance for development. The Central Committee of the CPC and the State Council put forward obvious proposals of carrying out "Grand Development of Western ChinaStrategy" and "Great-leap-forward Development Strategy". It is to comply with the urgent needs of current circumstances, thus ethnic minority regions make an inevitable choice of taking the way of "Great-leap-forward Development". However, development doesn't simply equal to economic development, which also consists of political development, cultural development, social development, human beings' development, etc. Furthermore, economic development does not only mean raise of economic efficiency nor rapid increase of GDP, it also involves issues as protection of ecological environment, social equity and justice. The ultimate goal of all kinds of development is for human being's development. The public policy of China's ethnic minority regions attaches great importance to economic development, but neglects other aspects such as social development and human beings' development; it puts emphasis on raise of economic efficiency and rapid increase of GDP, but overlooks protection of ecological environment, social equity and justice in these regions. As a result, the public policy of ethnic minority regions falls into an ethical predicament during the progress of economic development. If these problems can not be tackled promptly, economic development in ethnic minority regions would be severely impeded, what's worse, social stability there would be in confusion. Therefore, it is meaningful to investigate the status quo of ethical predicament of public policy in our county's ethnic minority regions,analyze the cause, so as to strive for the solution to extricate the difficult position.The present thesis consists of six parts, namely: (1) preface; (2) introduction: comprehending public policy ethics; (3) ethical predicament of public policy in our county's ethnic minority regions; (4) analyzing cause for ethical predicament of public policy in our county's ethnic minority regions; (5) extricating predicament—administrative mechanism for ethical predicament of public policy in ethnic minority regions; as well as (6) conclusion. In the introduction part, "public policy" is defined, and its ethical value is connoted. Besides, synthesized literature review, ethical comments on the public policy in our county's ethnic minority regions, and its practical significance are presented. In Chapter Two , ethical predicament of public policy in our county's ethnic minority regions is elaborated in three dimensions including the subject of public policy, object of public policy and process of public policy. In terms of Chapter Three, a deliberate analysis concerning ethical predicament of public policy mainly caused by socialist market-oriented economic development, orbital transfer of systems in ethnic minority regions, and special policy environment in ethnic minority regions is made. In Chapter Four, beforehand, how to handle the relationship between justice and efficiency, current development and equity among generations, as well as trilateral relations among personal interests, collective interests and stateinterests are analyzed. Afterwards, emphasis is put on expounding administrative mechanism for ethical predicament of public policy in our county's ethnic minority regions.
