| The rural grass-roots self-government is a grass-roots democratic movement which involved hundreds of millions of people; it is also an effective path of democratic life in rural areas and rural governance. However, in more than 20 years of rural grassroots self-government in practice, there were more and more the predicament between ideal and the reality. Due to the existence of a number of factors, rural grassroots self-government organizations and individuals find it difficult to choose responsible behavior, and even the lack of ethical reflection. Therefore, how to get out of the ethical dilemma of rural grassroots self-government is becoming an urgent problem to solve.Starting with the concept and the relevant elements of the rural grass-roots self-government, based on the history of the evolution process of rural grassroots self-government in interpretation, four aspects of rural grassroots self-government political, ethical values are proposed: The logic starting point of political democratization in China, China's rural social stability and harmony, and moral order based on the "state autonomy," the continuation of the public domain with the characteristics of the social structure of the growing point. Combined with case analysis can be clear, it is easy for rural grassroots self-government get into the dual role of the plight of the struggle of identity, the public interest and private interest in the plight of conflict, confrontation between the executive power and the power of autonomy, as well as wealth can hardly compatible with the moral and ethical dilemma. From a macro view, this is mainly from the traditional pattern of differential is not broken, and autonomous system design is not scientific, the farmer has a very poor spirit and virtual home of the moral authority of the political and social environment.To create a more conducive to the development of rural grassroots self-government environment is the fundamental path out of the ethical dilemma. In community level, local community must be to break the traditional pattern of the difference sequence, constructing the new social order; In system level, it need to balance the resource between the system of rural village of governance and the system of rural community of governance, to protect the supply of self-government system; In ethical level, farmers need to cultivate public spirit and establish a new system of moral authority, so that self-government organizations and individuals in the pursuit of moral self-discipline in public reason. |
