The U.S.-Japan Alliance is a product of The Cold War, but the end of the Cold War did not bring an same end to the alliance. In contrast, the U.S.-Japan Alliance transformed under the U.S.-Japan Joint Declaration on Security-Alliance for the 21st Century in 1996 and the Guidelines for U.S.-Japan Defense Cooperation in 1997.And thereafter the alliance deepen marine cooperation comprehensively with the strategic transformations of the U.S., such as in "the Wars on Terrorism" after the 9/11 event and in the Reballance Strategy of Return to Asia-Pacific Region of Obama. The U.S.-Japan Alliance has developed into the U.S.-Japan Seapowers-Alliance in essence by the traditional security alliance and the simple marine national alliance in the past.Currently, the U.S.-Japan Seapowers-Alliance has become the axis of American’s Asia-Pacific and Indo-Pacific strategy, and exerts influence on the maritime security and strategic structure of East Asia, Asia-Pacific and even Indo-Pacific region. Therefore, it is very essential to do a further research on the development process of the U.S.-Japan Seapowers-Alliance, to generalize the influential factors which affect the Seapowers-Alliance, to analyze the trend of its development, and to investigate its effect on China’s seapower. Therefore, studying and researching on the U.S.-Japan Seapowers-Alliance not only have an important academic and theoretical value, but also have a key practical and realistic significance for China to deal with the U.S.-Japan Seapowers-Alliance and to defend, maintain, and develop China’s seapower.With the sight of Seapowers-Alliance, this paper reveals its seapower content and essence on the foundation of teasing out the development process of the U.S.-Japan Seapowers-Alliance. This paper bases on the theoretical framework of the seapower theory, the alliance theory and the preliminary seapowers-alliance theory integrated by this paper’s author and concludes the influential factors which promote and hinder the U.S.-Japan Seapowers-Alliance. At last, this paper derives the inference:the U.S.-Japan Alliance will be deepen continually in the form of Seapowers-alliance, and the alliance will be expanded on several different levels and aspects. Such as that the scope and geography of the alliance will be extended from the Asia-Pacific region to the global scope, the alliance will be centered on maritime security cooperation and respond to threats, and as the fundamental goal it will enhance the comprehensive national strength, it will provide comprehensive marine cooperation as the basic content. For the long-term strategy, it will build a marine order and system. In addition, the paper also points out that at the development process of the U.S.-Japan Seapowers-Alliance, it had and has an important influence on China’s seapower idea and on the practice, construction and development of China’s seapower.
