| This paper gives a systematic analysis on the development and the influence of the party politics in ROK, which obtains from the development of the party politics in ROK, and then sums up its characteristic, attempts to make analysis on the domestic and foreign factors influencing the development of the party politics in ROK. On the basic of this the characteristic of policy towards the North at different times and the influence to inter-Korean relations are forecasted. The development of the Political Party in ROK will become more conservative and pragmatic. At the same time, analysis the effect of the development trend of party politics in ROK on the reunification of the Korean Peninsula. So it is of important practical significance to study the party politics in ROK for the analysis of modern foreign policy of ROK and its influence on the regional politics of Northeast Asia.The article is organized into four parts:The first part of this paper introduces the development of the party politics in ROK. Political Party plays an important role in the modern democratic political system. It was divided the development of the party politics in ROK into three stages:The initial period. The USA has been in practical control of the Korean peninsula after the World War II, for the purpose of upholding its global interests, USA began to develop the Pro-American forces. The political party was not the quite complete party machine during the period, for they did not have their own political views, proposition and guiding principle.The authoritarian regime period. In 32years from 1961 to 1993, serviceman-born Park Chung-hee, Chun Doo Hwan and Roh Tae-woo carried out through a one-party rule. ROK`s regime controlled by them during this period.The period of after democratization. Economic development has a positive effect on democratization. The"Miracle on the Han River"which created by ROK commanded the attention of the world in the 1980s. The rapidly developed economic power culminated in democratic movement.The development of the party politics in ROK shows the following characteristics: The political party changes in frequent; the political party interest is attached to personal interest; the problem of regionalism and power-commerce political party.The second part of this paper analysis the reason that influences the development of the party politics in ROK.Domestic factor. From the point of social foundation, Korea society did not provide the sufficient condition for the party politics when they first appeared, which resulted in the party politics` deformed development to a certain extent. From the point of national character, Korean has the characteristics of enthusiasm, bold and unrestrained, getting easily excited and treasuring friendship and so on. The political culture is affected by emotional reason, which resulted in the common problem such as regionalism and confederacy politics.Global factor. After the Korean peninsula's retrocession, ROK became a member of capitalistic camp. American democracy has been a model of party politics in ROK. Under the international environment of cold war, poverty political party couldn't take one more step. Not until the late 1980s did America begin to support the political democratization movement in ROK by reason of strongly claiming for democratization.The third part of this paper predicts the influence of the development of the party politics on inter-Korean relations. Conservatively inclined party politics resulted in the military confrontation emergency between the two nations during the initial period. Though progress had been made towards a political compromise between the two nations, yet under the heel of authoritarian government, there was no change in the inter-Korean relations during the authoritarian regime period. During the past 20 years, to a certain extent the coincidence of the political parties` rotation between America and ROK has eased the tension between two nations.The forth part of this paper is about the development trend of the political party in ROK and its influence on the reunification of the Korean Peninsula.The development trend of the political party in ROK. Conservative political party has ever long been in a dominant position in the history of party politics in ROK. Although since 1990s with the end of the cold war, South Korean society began to allow the existence of various kinds of ideology, party politics` conservative tendency for 60 years can not fade away. It is impossible for the other political party which holding new conception to search to find a place in South Korean political forum unless they have strong strength. Again this will take time.Along with the progress of South Korean democratic politics and the rational tendency of act of state, pragmatic political party began to lead the trend of South Korean political forum. It can be seen from the attitude towards North Korea. The influence on the unification of Korea Peninsular. The repetition of party politics in ROK hindered the progress of the unification of Korea Peninsular (negative influence). One of the important standards to divide the political parties is the political position towards the North Korea, which resulted in the uncertain policy with North Korea. During the past 20 years, the development of party politics in ROK shows that if conservative party is in power, the inter-Korean relations declines, Instead, democratic party is in power, the inter-Korean relations goes up. The tendency of party politics` democratization accelerates the progress of the unification of Korea Peninsular (positive influence). The political participation of populace plays an important role in improved inter-Korean relations. This tendency of party politics` democratization in ROK can make ROK correct its attitude towards North Korea, then make an appropriate policy which neither too extreme or conservative like the policy with North Korea before the democratization nor lack of principle like the policy with North Korea during the period of democracy party was in power. We foresee that the development of the Political Party in ROK will become more conservative and pragmatic in the coming long period, which will have more impact on the transform of the related twoway relationship and the multi-lateral relations. In the field of inter-Korean relations, President Lee Myung-bak's pragmatistic foreign policy towards DPRK will continue in short order, which leads to the facts that improving relations between North and South Korea are not encouraging. In consideration of its long-range interests, Korean Peninsula's finally uniting needs inter-Korean relations` complete improvement. It can't be achieved only on Rook's own or Dark's.
