Analysis Of The Relationship Between The Government Of The Hongkong Special Administrative Region And The Party Formed Under The System Of Appointment

The emergence of the Hong Kong problem and the introduction of the electoral mechanism provided historical opportunities and institutional conditions for the emergence of Hong Kong political parties.Since the political parties in Hong Kong have been actively involved in the various elections before and after the fact that the political parties have become a political force that can not be ignored in the political arena in Hong Kong.Taking into account the constitutional status and actual situation of Hong Kong,the Basic Law,when designing the political system of Hong Kong,has deliberately avoided political party politics and established the universal democratic goal of political development in Hong Kong.This will enable the political development and the text system Between the formation of tension.The changes in the political situation after the reunification have made it possible for legislators to become party members to become the main parliamentary support forces of the SAR Government.However,due to the non-partisan status of the Chief Executive and the exclusion of political parties from the Government's governance system,the support of the legislature to the government is not stable.Coupled with the lack of governance of the SAR government,the lack of political experience and the gradual deterioration of the political ecology makes the government's governance increasingly difficult,administrative leadership seriously weakened.The further development of the political appointment system and the appointment of the political parties by the SAR Government have further expanded the development space of political parties in Hong Kong.The participation of political parties in government participation not only gives the SAR Government a certain degree of "political party",but also helps the government to obtain more stable parliamentary support and thus improve the efficiency of governance.It has been proved that since the Third Government,political parties appointed by the Government have increased their support to the Government before the appointment of the Legislative Council.However,these support are not sufficiently stable and can not effectively promote the Government to improve the efficiency of governance.Therefore,in the future practice of governance,the SAR Government should not only continue to expand the appointment of political parties,but also to change the current pattern of appointing party members,appropriately increasing the number of moderate democratic parties(such as the Democratic Party,the Civic Party)Of the political appointment to strengthen the parliamentary support forces and the basis of governance so that the parliamentary support to form sufficient stability in order to facilitate the further improvement of government efficiency.
