A Study On The Government Information Disclosure Of Jiamusi City People 's Government System

Since the 17 th Party Congress, government information disclosure has been listed as the focus in the weeks and months to come. In 2007 made this programmatic document "Regulations", from the national ministries to local governments layer upon layer progressing, strive to create a government of people’s trust, Chief sight, information sunshine of perfect system. However, due to historical and practical reasons, the government information disclosure does not reach the level of satisfaction of the people all the time, and the work still exist various problems, what requires us to listen to public opinion, conscientiously sum up and further study and correct the shortage of aspects of government information. Top-level design is in the country, the implementation of the practice is at the grassroots level.The article aims at the work of Jiamusi human resources and social security system in terms of the government information disclosure, combining with a large number of official data and in-depth research of the current government information publicity, meanwhile through the questionnaire, interview and so on do the inspection of the government information disclosure work. This investigation altogether distributes questionnaire 500, the valid recovery of 483 copies, for an effective questionnaire returns-ration is 96.6%.Through the analysis of the data from the questionnaire survey, get some problems which Jiamusi human resources and social security system exist in the government’s information disclosure, then bring these problems in interview, making the problem further refinement, summary, classification. At the same time compared to the current situation of Jiamusi human resources and social security system,find out discrepancies between the result of the investigation and the current situation,including: incomplete information system, low public participation and the single access to information for citizens etc. Finally in combination with other same level cities which have good practices, for problems and defects which Jiamusi human resources and social security system exist in the government information disclosure put forward solutions of improving the government information disclosure environment, creating perfect the government information disclosure system, strengthening the construction of channels of government information publicity and creating comprehensive government information disclosure supervision system, striving for theory combined with the actual, the real service serving Jiamusi human resources and social security system in the aspect of government information disclosure work,meanwhile doing a supplementary role and having reference function for the future work.
