The process of social transformation is a dynamic evolution process of human survival and development that transits towards to a new stage of social development in the globalization. And that also expresses human interests and the transformation of meeting method in the government’s public policy.The ideal public policy in transition should extremely maintain and promote the public interest. However, influenced by many factors, such as the subject and object of public policy, environment, the public policy has not maximized the public interest in reality. Such unequal of ideal and reality is we called the policy paradox. The existence of the policy paradox reflects interest conflicts among all stakeholders in public policy process.In this paper, literature research, benefits and system analysis is the main method. Above all, definite the concept of transition policy paradox and express issues of interest in paradox transition policy. Furthermore, analyze the emerging, performance form, historical evolution in transition policy paradox interests. And on this basis, propose the problems and reason in coping theses interest issues of policy paradox. Following, give systematic analysis that the process of interest operates in the public policy paradox. Finally, based on the analysis above, give measures in dealing with interest issues in transition policy paradox from following three angles, government decision, policy makers, interest integration and coordination mechanism.
