Institutional organization is a kind of special organization forms of the public sector, public sector management system in China. Institutional organization of human resources management is in the public sector human resources management theory with Chinese characteristics under the condition of socialist market economy, one of the concrete embodiment of the administrative system and the basic reflected in the continuation of traditional planned economy and the mechanism of the administrative system, and succeeded in the new period our country government institutional reform, especially from the central government to local governments for further deepening the big department system reform of the core tools and means of the function and role. The main performance is:one is the institution for the central government’s administrative authority agencies to streamline and the reform of personnel distribution provides ease of access, started from the central government institutional reform and simplify the process of personnel work basically depends on from the organs of civil servants to the reform of institution transition form; Second, under the background of the super-ministries reform, around the "simplification, unity, efficiency" and build civil, social group actively participate in the integrity of the government and the integrity of the framework of social governance, must constantly deepen and actively response to the institution’s own adjustment of human resources policies and regulations, coordinate the original business unit personnel management towards modernization, informatization and the competition of "fair, just and open" choosing a trend transformation of human resource management system and policy direction.Traditional business unit personnel employment system adhere to the unified administration of the government departments at various levels, show the national unified allocation policy for college students security administration management system, the lack of institution independent recruitment and talented person’s freedom of choice and free access to power, often cause the rigidity of the talent acquisition and management and the contradiction.
